How To Begin Trouble In Paradise

Trouble in Paradise, along with many other side quests, isunlocked after returning to Costa del Sol in Chapter 12.

Your client for this quest is Mayor Kapono. The mayor islocated inside Bar del Sol, the bar right next to theCommunity Noticeboard.Talk to the mayor, and he’ll tell you about a Merc who’s been slacking on the job.

How To Create Legendary Bait

After speaking with Kapono,head down to the beach and chat with Kyrie.She’ll tell you about the Fiends running loose in Costa del Sol. Unlike most Fiends, you’llneed to transmute some Legendary Baitto lure out these beasts.

The Great Malboro Tendril and Jabberwock Horn areobtained from completing the Gongaga and Cosmo Canyon Region’s Classified Intel missions.

The Classified Intel missions areunlocked after completing all of a region’s Expedition Intel missions.To obtain the necessary materials for crafting, you need todefeat the Jabberwock and the Great Malboro.

Using The Legendary Bait

Once you obtain the proper materials, craft your Legendary Bait, then head to theOff-Limits Beach in southern Corel.Head over tothe buoyon the beach anduse the Legendary Bait.After the brief cutscene,two Sea Devils will jump out.

Sea Devils areweak to Iceand will becomepressured after receiving enough Ice damage.Equip someIce Materiato your party and this fight is yours.

You can also useLightning magicto make these creaturesattack less frequently.

The Sea Devils arecapable of quickly closing the distanceand restraining your party.Avoid using slow characterslike Aerith and Barret, rely instead on agile characters like Tifa and Yuffie.

Once the Sea Devils are taken care of, head back to the beach andspeak with Kyrie again.Yourdialogue choice here doesn’t matter, so feel free to let Kyrie know how you feel. Once that’s taken care of,speak with Mayor Kapono again to wrap up this questand claim your reward.
