Summary
Yu-Gi-Oh!OTS Tournament Packs are reserved for those who wish to compete. In fact, selling these packs individually is not allowed. For the entry fee of participating in a local tournament, players will often be given one or two of these packs which contain three cards each.
While it may not seem like much, the card pool is usually much smaller and contains cards in rarities you may not be able to find elsewhere. The best cards are the Ultimate Rare cards with a fancy embossed look and feel to them.
