As you near the conclusion ofDragon’s Dogma 2in the game’s true ending, you’ll be tasked with evacuating the citizens of the lands you’ve visited during your adventure. These evacuation quests will take you across the map, with Bakbattahl’s iteration located in the city center.
If you’ve alreadyhelped Sven during the Regentkin’s Resolve, you know roughly what to expect from Ser Menella in Bakbattahl. You must help organize the evacuation by convincing the Battahli people to stop fighting among themselves.

How To Start Civil Unrest
Aftertriggering Dragon’s Dogma 2’s true ending, go toBakbattahlandhead to the center of the city, right outside the Flamebearer Palace area.
There, you willfind Ser Menella yelling at Battahli citizenswho are too busy fighting among themselves to work together.

When youtalk to Ser Menella,she’ll be on the same page as you about evacuating but fears the people will need to be united before they’re convinced to leave their home.
Ser Menella agrees to help you evacuate Bakbattahlonce you’ve successfully solved the disputeshappening throughout the city.

Each quarrel hasmultiple ways to resolve them, though the result will be the same when you return to Ser Menella, so feel free to use whatever method you see fit to resolve each issue.
How To Finish Civil Unrest
Once you’ve spoken to Ser Menella, you’ll noticefour markerson your map:three showing you where the quarrels arehappening, and thefourth at Ser Menella’s locationfor when you’re done.
Head west toward the entrance to Bakbattahlto find your first set of quarreling Battahli citizens.

Solving The First Dispute
As you approach, you’ll find aBeastrenarguing with aHumanwho insults the Beastren, using derogatory remarks against all Battahli.
The two citizens turn to you andask you who is in the wrong.
To resolve the dispute amicably,say that the human is in the wrong, as he was the aggressor and used insulting language.
If you select the Beastren is in the wrong, the other man will act chummy with you as his fellow human, but the argument won’t be resolved. Both men will just leave angry.
After that’s complete, headsouth toward the Vocation Guild.
Solving The Second Dispute
Outside the Vocation Guild, you’ll find two armed men arguing back and forth, until oneinsults the other’s family.
Needless to say, the only way to regain your family’s honor is via a duel, so the two arguing citizens willask you to preside over their dueland ensure there’s no funny business.
This is the easiest dispute to solve, as youneed to stand there and watch the two of them duke it outfor about 30 seconds until they grow tired.
Once they’ve had their fill of swings at each other,they will compliment each otherbefore thanking you andheading on their merry way.
Solving The Third Dispute
The final disputecan be found in the Residential Ward; look forone man wearing a hat.
If you own a house in this area, the quarreling men should be just down the street from it.
Once you get close enough, you’ll see the two men screaming about how they can’t stand the sight of each other and become angry at you for stepping in.
Once they attack you for interrupting their fight,sit there and let them attack youwithout lifting a finger.
Eventually,both men will say they’ve tired themselves out by attacking you, and decide to leave peacefully.
You can alsojoin in on the fighting and attack the men,which still solves the quarrel, though the quest update records that you chose violence.
Sometimes a little violence is enough to send everyone home happy. Go back to Ser Menella andreport on your successes.
Report Back To Ser Menella
Regardless of how you choose to handle the disputes, Ser Menella will question your methods, though she can’t argue with your results.
Once youfinish talking to Ser Menella,she willdirect you to the Empressto report on your actions and finalize the evacuation.
Head up the large set of stairs intoFlamebearer Palace, and head to the Empress' private quarters in theback of the main room.
Approach the door and the Empress will welcome you.
What Rewards Do You Get For Completing Civil Unrest?
After you’ve spoken to the Empress and received her additional request to help Phaesus, she’ll grant you an excellent reward:
