Ever since Kuro Games started marketingWuthering Waves, it was obvious that they were planning to have a vast and evergrowing cast of characters divided into various elements and the weapon type they wield. When you have that many characters in a game, a gap in the power level is bound to appear.

This is especially true for this game as newer characters get released with time, and they’re bound to be stronger than the previous units. If you want to beat the endgame content of the game as fast as possible, you’ll have to learn what’s meta and what’s not.

Updated on June 23, 2025, by Sanyam Jain:We’ve updated this tier list with all the characters released in Wuthering Waves!

Complete Wuthering Waves Tier List

Before we get into the explanation of the position of each character, here’s theentire tier list involving all the playable characters in the gamefor your perusal:

Chixia

Lingyang

This tier list considers every five-star to be at zero Resonance Chain except Roversince you’re able to get all Wavebands for the main character for free. While you can get two free Wavebands for each character in the Afterglow Coral shop, they’re quite expensive, and it wouldn’t be fair to consider every five-star on the second Resonance Chain.

On the other hand, every four-star is considered to have theirentire Resonance Chain unlocked as this is easy to achieve the more you play. However, more value has been given to the base kit of these characters. Moreover, in a live-service game like Wuthering Waves, the meta changes all the time depending on the endgame content and the new characters added to the game.

Wuthering Waves Verina Closeup

It’s still recommended tobuild the characters you likesince you’lleventually be able to beat the game with any unit.

S-Tier Resonators

These are thebest resonators you’ll findin the game based on their overall value:

Camellya

Limited Five Star

Camellya is arguably one of the best DPS characters in the game as she can deal massive damage with her buffed skill and basic attacks right afterwhile also dealing decent damage with her Liberation.

Shorekeeper

Apart from having a beautiful design, Shorekeeper is one of the most valuable and future-proof characters in the game as sheheals, provides Crit buff, and increases the overall damageof your team.

Jinhsi

The Magistrate of Huanglong, Jinhsi has been a major part of Wuthering Waves' story, and she’s also agreat on-field DPS in the game’s combat. She has a specific combo that you can use to get her buffer Resonance Skill.

Once you execute this combination properly and build a ton of Incandescence stacks on her, you’ll be able to see some damage numbers that you’ve never seen before with her Liberation and special Skill.

Wuthering Waves Mortefi Closeup

Yinlin

From massive on-field and off-field DPS to phenomenal support abilities, Yinlin has everything. She can deal some respectable on-field DMG with her Resonance Skill whiletriggering the off-field DMG with a special heavy attack.

Moreover, she buffs the next character’s Electro DMG andResonance Liberation DMG with her Outro Skill, making her a full package. The only thing you need in Yinlin’s team is a sustainer.

Wuthering Waves Baizhi Closeup

Verina

Standard Five Star

Verina is the only five-star healer in the game at the moment, which already saves her a top spot in the meta. However, more than that, she can alsodeal off-field damage and provide an overall damage boostto other characters.

Mortefi

Four Star

Mortefi boosts an ally’s Heavy Attack DMG, which can be used by a ton of DPS units. Moreover, he can deal quite a high amount ofon-field and off-field damage through his Marcato attacks.

After unlocking his Resonance Chain fully, you’re able to also enjoy awhopping 20 percent ATK boost for all allies.

Wuthering Waves Encore Closeup

Baizhi

Four-Star

Not everyone will have Verina on their account early on, which is where Baizhi’s healing will come into play. However, it’s important to point out that sheneeds quite a lot of field time at zero Resonance Chain.

However, once you get a few Wavebands, this field time won’t feel as bad since she can deal more damage, revive a character, and increase party-wide Glacio DMG.

Wuthering Waves Yinlin Closeup-1

Encore

Encore is quite a well-rounded character who feels quite good to play. She can deal a ton of damage with all her attacks while alsodealing some damage off-field with her Outro Skill.

Zhezhi

Zhezhi is quite a phenomenal character when it comes to dealing off-field coordinated-attack damage. She works especially well with the likes of Jinhsi and Carlotta, making her a valuable support for them.

Carlotta

Carlotta is currently the best Glacio DPS in the game and if you execute her rotations properly, she can easily dish out over 500,000 damagein each one with the right build.

Phoebe

Phoebe is one of the very few characters in Wuthering Waves that can work both as amain DPS in her damage form and a sub-DPS/Spectro Frazzle support in her other form, making her a valuable asset for your account.

Zani

Zani is quite a niche character since she specifically needs Phoebe to work properly until the game introduces an F2P-friendly Spectrro Frazzle applicator, but if you have these two together, you may easily clear everythingin the game.

A-Tier Resonators

These are the units that will still easily beat the endgame content, but they have aslight disadvantage compared to the S-tier units:

Xiangli Yao

The fact that this character was initially given for free is surprising sincehe can deal a ton of damage if used correctlyand paired with characters like Yinlin or Zhezhi.

Changli

When you take a look at Changli’s kit, you’ll easily realize that she’s one of the best characters to have in the game. However, she was released at the wrong time since the main aspect of her kit is theFusion and Resonance Liberation buff she provides.

Unfortunately, there aren’t any characters who can make good use of this except Chixia. The lack of team compositions put her in this tier, but she’s quite afuture-proof character and will get much betterwhen synergistic units are released to the game.

Wuthering Waves Shorekeeper Closeup

Jiyan

Before saying anything else, it’s worth mentioning thatJiyan’s play style is very satisfying, especially during the Resonance Liberation. He can deal a ton of damage with his attacks, and if used correctly, he gives himself a lot of buffs.

However, the requirement to have 30 Resolve or morebefore you use his Skill or Liberationmakes it a little frustrating in the open world.

Wuthering Waves Camellya Closeup

Chalcharo

Chalcharo’s skill set sounds quite fun and one with a lot of depth on paper, but it gets a little disappointing in actual combat scenarios. Hefeels a little clunky to use, especially when you have to get five stacks in his Liberation.

However, theextra damage he deals after performing a successful dodgefeels quite satisfying.

Wuthering Waves Jinhsi Closeup

Rover (Havoc)

Free Five Star

Apart from being far more fun and satisfying to play than Spectro Rover, their Havoc counterpart also brings a lot more to the table. While the combination you use stays roughly the same, the damage increase is staggering.

Jianxin

Being a martial artist, Jianxin’s entire kit is based around her Chi. However, the best part about her kit is thevarious parries she can launch in different scenarios.

Herself-heal and AoE damagealso makes her quite phenomenal for open-world exploration.

Wuthering Waves Carlotta Closeup

Yuanwu

Even though he’s the least marketed character, Yuanwu has some of the strongest abilities you’ll find in Wuthering Waves. He can fill up his Forte bar even while he’s off-field andhe’s great for shredding enemy’s Vibration Strength.

Cantarella

Cantarella is in a bit of an awkward situation where she doesn’t deal enough damage to be a DPS without her signature, but she also doesn’t provide party-wide buffs to compete with sustainers like Shorekeeper or Verina.

However, she might climb up in the meta when there’s a Havoc character that can work well with her.

Roccia

While Roccia is a great Havoc support for Camellya, there’s not much use for her outside of thatdue to the lack of Havoc DPS units that can utilize the Basic Attack DMGamplification.

Brant

Brant is quite a decent character to use in Wuthering Waves since he can deal a ton of damage in his Liberation and with the buffed Resonance Skill. However,he currently only has one team with Changli and Shorekeeper, making him a bit niche.

Ciaccona

Ciaccona is an Aero Erosion support who can apply a ton of Aero Erosion stacks while dealing decent damage with her special Heavy Attack. However, the lack of Aero characters in the game brings her down a tier.

B-Tier Resonators

This is where you start seeing some glaring problems with the resonators. While these don’t make them unplayable, they can stillaffect your battle experiencequite a bit:

Lumi

As a four-star character, it’s not a surprise at the placement of this character. Heroutro skill is quite useful for one of the best DPS characters, Jinhsi, but she simply can’t compete with her five-star variants.

Youhu

Youhu is one of the most fun characters to use in the game due to her animations and the gacha aspect of her kit. Unfortunately, her overall damage is not quite up to par.

Rover (Spectro)

Spectro Rover is the first type of Rover that you’ll get as soon as you start playing the game. While theirskill set and combo are easy to understand, they simply don’t deal as much damage.

Sanhua

Sanhua is a satisfying character to play, but she can feel a bitunderpowered without Resonance Chain, hence her placement in this tier. However, she easily goes up to A with all her Wavebands.

Yangyang

It feels like Yangyang’s role in the team isn’t quite clear. She needs to be on the field for quite a while to get her Melody stacks, but thereward you get for consuming them doesn’t feel nearly enough.

Danjin

Danjin is a character that stays in low health most of the time, whichalready makes her quite hard to use in the open world. However, she does feel quite fun to play.

Her position in the meta might become a lot better whenmore Havoc characters get releasedto the game.

Aalto

The main thing dragging Aalto down is unfortunately hisrequirement to stay in the same area due to his mist. If you’re fighting a boss enemy that moves around a lot, his usefulness completely shatters.

Rover (Aero)

Aero Rover has one of the coolest animations out of every Rover attribute, but there’s not much going on with it outside of that. They can be a decent healer for your party, but the lack of party-wide buffs holds them back.

However, there’s ahigh chance for this unit to shine in the metawhen the game expands on Aero Erosion characters.

C-Tier Resonators

Finally, this tier belongs to the resonators that don’t really have a place in the current meta since theunits above them can perform a lot better:

Taoqi

Even though Taoqi’s extra parry is quite fun to use, shedoesn’t seem to have a place in the current state of the meta. This becomes especially evident when you get used to dodging enemy attacks and her damage reduction isn’t required anymore.

While Chixia might be an okay character herself, she still doesn’t bring a lot to the table. Moreover, hersharing the element and weapon type with another S-tier four-starmakes her position a lot lower.

Lingyang is undoubtedly the most fun character to play in the game due to his aerial combo, but the part of hiskit that brings fun to his play style also brings him down.

You’ll realize this when you try to play him yourself. Once you activate his Liberation, which is the main part of his kit, itfeels quite restrictive and unsatisfactory.
